Employee performance is a key factor in determining the quality of public services, particularly regarding population administration services. This study was prompted by the high volume of public complaints received by the Bekasi Regency Population and Civil Registration Agency throughout 2025. Complaints peaked in January and subsequently declined consistently through December, a trend reflecting an improvement in the quality of employee performance in addressing public needs. This study employed a quantitative method to examine the impact of competence and work discipline on employee performance at the agency. Data collection involved observation, questionnaire distribution, document analysis, and interviews. A sample of 78 employees was selected using the saturated sampling method. The results indicate that competence has a significant partial effect on employee performance, contributing 13.6%, while work discipline also has a significant partial effect, contributing 38.1%. Simultaneously, competence and work discipline significantly influence employee performance, with a combined contribution of 51.7%. Thus, strengthening competence and enforcing work discipline are crucial factors in optimizing employee performance to deliver excellent and efficient services.
